Case Study: When Parking Wasn’t Required – But Planning Still Mattered
Toronto eliminated parking requirements for properties with laneway suites. This makes sense in urban neighborhoods where people use transit, bikes, and car-sharing services. No need to build expensive parking spaces that might sit empty.
A property owner took this rule at face value. No parking required meant no parking planned. The site design focused entirely on the building and landscaping. The laneway suite got built, tenants moved in, and problems started immediately.
The No-Parking Assumption

A third option was designing the garage to accommodate two cars in a tandem arrangement with proper depth. The garage would need to extend further toward the laneway. This might have affected the laneway suite’s position but could have been coordinated during design. Cost would have been roughly $8,000 during initial construction.
Any of these solutions would have prevented the circulation problems. But none were considered because parking “wasn’t required.”
Move-In and Service Access
Vehicle circulation affects more than daily parking. Tenants need to move furniture and belongings when they move in or out. Delivery trucks need access for appliances or large packages. Service vehicles need space for repairs or maintenance.
This property struggled with all these situations. The first tenant move-in required blocking the laneway for three hours while a moving truck unloaded. Neighbors were annoyed. The city could have ticketed the truck for laneway obstruction.

But exempting parking requirements doesn’t mean ignoring vehicle circulation. Good site planning considers how people will actually use the space. Some tenants will have cars. Some service vehicles will need access. Move-ins and move-outs require vehicle accommodation.
The site plan should address these realities even if formal parking spaces aren’t required. Where do vehicles stage? How do they access the property? What conflicts arise between different users? How do these factors affect the building location and site layout?
These questions take minimal effort during design but prevent major headaches after construction.
Different Neighborhoods, Different Needs
Vehicle ownership varies by Toronto neighborhood. Areas near subway stations have lower car ownership rates. Neighborhoods with limited transit have higher rates. The property owner should consider local context when planning circulation.
In downtown areas near subways, designing without vehicle circulation might be reasonable. Most tenants won’t have cars. Those who do can find other arrangements. But even in these areas, service access and move-in logistics still matter.
In neighborhoods further from rapid transit, assuming tenants won’t have cars is risky. Planning some vehicle accommodation makes projects more functional and marketable. Tenants with cars will choose units where parking is possible over units where it creates constant problems.
Cost-Benefit of Planning Ahead
Adding vehicle circulation planning during design costs relatively little. Widening a driveway adds a few thousand dollars. Creating a parking pad adds similar amounts. These costs are minor relative to total laneway home construction budgets.
The benefit is avoiding operational problems that affect tenant satisfaction and property functionality. Good tenants stay longer when logistics work smoothly. Landlord-tenant relationships stay positive when coordination isn’t required for basic activities like parking.
The property in this case study couldn’t easily retrofit vehicle circulation after construction. The compromises they reached were functional but not ideal. The tenants would have been happier with a dedicated space. The property owner would have preferred not managing tandem parking coordination.
